CAPT William Stamps Howard III, USN-Ret. at Newport News, VA. He was 81.
NIP regrets to inform the membership of the passing of CAPT W. S. “Stamps” Howard, a distinguished colleague and shipmate.
Stamps was born on April 22, 1936, as war clouds began to rise across the world. His adult life was shaped by the experience living through it, and through his father, Captain William Stamps Howard, Jr. The Navy was in the family blood. His father was a 1925 graduate of the U.S. Naval Academy, and at the outbreak of World War II he deployed from the family to command the destroyer USS STURTEVANT (DD-240) in convoy escort duty in the North Atlantic. In 1943, he commanded Escort Division 28 in the Pacific and subsequently oversaw various other task groups in the Marshall-Gilbert-Ellice campaigns.
His son, William Stamps Howard III, followed the path of honor as an active participant in the Cold War when eligible to serve. He is remembered as a consummate Naval officer and a stalwart member of the Naval Intelligence Professionals.

There will be a memorial service on Saturday July 29, 2017 at 11 AM, with reception immediately following at St. Joan Arc Catholic Church, 315 Harris Grove Lane (Route 17 GW Memorial Hwy), Yorktown VA23692-4014
Visitation is planned for Friday July 28 7-9 PM (Private Family visitation 6-7 PM) at the Altmeyer Funeral Home’s Denbigh Chapel, 12893 Jefferson Ave., Newport News, VA 23608.
