GUEST SPEAKERS' BACKGROUND:

Mr. Christopher Page began his present assignment, his fourth as a Senior Executive, as the Deputy Director of OPNAV’s Intelligence Division (N2N6Q) and Navy’s Intelligence Chief Information Officer (CIO) in October 2020. In that position, he leads thirty-one personnel engaged in the Planning, Programming, Budgeting, and Execution (PPBE) of the multibillion dollar portfolio of intelligence capabilities and systems required to satisfy Navy’s mission requirements. While so doing, he ensures Navy’s systems integrate and interoperate effectively and securely with the Intelligence Community Information Environment (IC IE). 

Prior to becoming a Defense Intelligence Senior Level (DISL) in 2014, Mr. Page served for more than twenty-six years as an active duty Navy officer. Commissioned in 1988 at University of Virginia’s Naval Reserve Officer Training Corps Unit, he began his service as a Surface Warfare Officer and then became an Intelligence Officer. Sea tours included duties as a Midshipman on USS JAMES MADISON and TRUXTUN, Combat Information Center Officer on USS REID, and Intelligence Officer on USS PELELIU and RONALD REAGAN. Shore tours involved duties as a Systems Requirements and Plans Officer for European Command’s Joint Analysis Center, Project Manager within the Joint Deployable Intelligence Support Systems (JDISS) Program, Collection Manager for Central Command, Program Manager of JDISS, Commanding Officer of Hopper Information Services Center, and Navy’s Deputy Director of Assured Command and Control. 

After becoming a DISL, Mr. Page served first as Navy’s Director of Assured Command and Control on the OPNAV staff and then as the Office of Naval Intelligence’s (ONI) Assistant Chief of Staff for Command, Control, and Communications (N6) before becoming the Naval Intelligence Activity’s (NIA) Command Information Officer (IO). Mr. Page earned a bachelor’s degree in Physics from the University of Virginia in 1988 and a master’s degree (with honors) in IT Management from the Naval Postgraduate School in 1996. He is the recipient of number personal, professional, and unit awards and the holder of a professional certificate in Data Science. He is a member of the Naval Intelligence Professionals and Association for Computing Machinery. He won the Presidential Rank Award in October 2022.

CAPT Matt J. Cegelske, USN

Captain Matt J. Cegelske graduated Maine Maritime Academy with a Bachelor of Science in Marine Systems Engineering in 2001. He transferred into the Information Professional Community in 2006; part of the U.S. Navy’s larger Information Warfare Community.  

Cegelske’s previous command assignments include Hopper Global Communications Center, Cyber Defense Activity SIXTY FOUR as the plank-owning Commanding Officer; Cyber National Mission Force, as Commander Task Force FOUR, and Naval Computer & Telecommunications Area Master Station Atlantic Detachment Hampton Roads, as Officer in Charge.

Cegelske’s afloat assignments include USS ALEXANDRIA (SSN 757), with deployments in the Atlantic, Arctic, and the western Pacific, supporting Operations IRAQI FREEDOM and ENDURING FREEDOM; Carrier Strike Group One (CCSG-1) embarked aboard USS CARL VINSON as the Communications Officer, supporting Operations UNIFIED RESPONSE, ENDURING FREEDOM and NEW DAWN; Expeditionary Strike Group Three (ESG-3) as the Command, Control, Communications, Computers, Combat Systems, and Intelligence Systems (C5I) Assistant Chief of Staff, supporting Operation PACIFIC REACH; and as the Carrier Strike Group 10 (CCSG-10) Information Warfare Commander embarked aboard USS GEORGE H.W. BUSH (CVN 77) supporting NATO, allies and partners in the European theater.

Cegelske’s ashore assignments include U.S. Central Command, serving as an Executive Officer in the Joint Operations Center; Defense Threat Reduction Agency serving as an Information Systems Officer, Program Manager and Contracting Officers Representative for Research and Development modeling systems; Carnegie Mellon University as a Cyber Federal Executive Fellow; Deputy Chief of Naval Operations, Information Warfare (OPNAV N2N6) as Deputy Executive Assistant; and the Joint Chiefs of Staff, J6, Cyberspace Division, as Chief of the Cyber Policy Branch.

Captain Cegelske reported to OPNAV to work Fight from the MOC in September 2025.

He holds a Master of Science in Management, Strategy and Security at American University, Kogod School of Business (2022). Additionally, he holds a Master of Science degree in Technology Management from University of Maryland (2009), is a Massachusetts Institute of Technology Seminar XXI fellow, holds the Certified Information Systems Security Professional and Certified Information Security Manager certifications, and is a part of the Navy’s Acquisition Corps.

LT Bryan J. Smith
Action Officer for “Fight from the MOC,” Warfighting Integration (N2N6I), Office of Chief of Naval Operations

Lieutenant Bryan Smith is a native of Triangle, Virginia. He graduated from Auburn University, with a Bachelor of Science in 2016 and received his commission through the Auburn NROTC Unit. 

Lieutenant Smith completed his initial intelligence sea tour assigned to Kennedy Maritime Analysis Center, Office of Naval Intelligence AUG2021-JUL2024. During his tour he completed an assignment with Brooks Center for Maritime Engagement Detachment Guam, from FEB-AUG2022, an assignment with N2, NAVEURAF/ COMSIXTHFLT, FEB-AUG2023, and supported Naval Special Warfare Group 1 Lead Joint exercises. 

Ashore, Lieutenant Smith completed Naval Intelligence Officer Basic Course (NIOBIC) in FEB2018. He completed his first intelligence assignment at the Hopper Information Services Center, Office of Naval Intelligence, FEB2018-FEB2020, where he served as the Special LANs Division Officer, and N3 Operations Officer. Lieutenant Smith was assigned to COMUSNAVCENT/COMFIFTHFLT, Bahrain and served as an Intelligence Watch Officer at the COMFIFTHFLT Maritime Operations Center, MAR2020-JUN2021. 

Lieutenant Smith is currently assigned to the Deputy Chief of Naval Operations for Information Warfare (OPNAV N2N6). 

Lieutenant Smith is qualified in Information Warfare. His personal awards include the Navy and Marine Corps Commendation Medal (with Gold Stars), and Naval Achievement Medal (with Gold Star).
